Resident Commissioner

 

The West Plains Housing Authority (WPHA) was established in 1968 and, through its Board of Commissioners, provides Public Housing and Section 8 rental assistance to low income, elderly, and disabled individuals and families within the West Plains city limits.

Composition of the Board of Commissioners must meet the statutory requirements of the enabling legislation. Additionally, persons appointed to the board must comply with the provisions of the bylaws of the board, agency policy, and the resolution adopted by the board regarding commissioner ethics and fiduciary responsibilities. Board members have certain fiduciary duties, which require that they conduct themselves without conflict to the interest of the agency they serve.

Conflicts of interest are not necessarily prohibited, but disclosure is critical. Disclosure should not be construed as creating a presumption of impropriety or as automatically precluding someone from participation. Rather, it reflects the recognition of the many factors that can influence one’s judgment and a desire to make as much information as possible available to other participants. Potentially conflicting interests may relate to programs and services or to operations, such as contracts with third parties.

Applicants for the Resident Commissioner must be a Public Housing resident or Section 8 program participant for a minimum of 12 months before application. Applicants must also have a history of timely payment of rent and other charges, and have had no lease violations during their tenancy.

The WPHA Board of Commissioners currently meets on the second Tuesday of each month in the Brill Community Room at Walnut Grove. All applicants must have availability to attend this meeting appointment.

Completed applications will be reviewed by the current Board of Commissioners, and tenancy information will be verified by WPHA staff. Applicants who fully meet all qualifications and qualities required for participation with the board will then be interviewed, either by WPHA staff or the entire Board of Commissioners.
